All the District Educational Officers and Additional Project Coordinators of Samagra Shiksha in the State are informed that the State government is prioritizing foundational literacy and numeracy aligning with the National Education Policy (NEP) 2020 and other key frameworks. This focus on early childhood care and education (ECCE) is crucial for ensuring that children develop essential skills at a young age.
As part of the SALT Project, Pratham is providing technical support to Samagra Shiksha State Implementation Society, GoAP for Early Childhood Care and Education (ECCE) to improve foundational learning of children aged 3 to 8 years. Pratham is implementing the SALT program through localized, state context aligned activities and innovations for improving the quality of education in Anganwadi, Grade1 and 2 in preschools and primary schools across the state. This is being done in part, through (i) development of a transformational roadmap for the early childhood education and foundational learning continuum, (ii) building the capacities of Anganwadi workers, preparatory class teachers and early grade teachers, and (iii) developing model Anganwadi Centres and primary school across all districts of the state. Project will be implemented by the Department of School Education (DoSE), Women Development and Chile Welfare GoAP and state-level administrative units including the SCERT, SIEMAT, SAMO and local network of DIETs and ICDS Departments at District Level.
Accordingly, a comprehensive refresher training initiative is take-up by the department of school education and department of women development and child welfare to refresh their course to train the 4000 DRPs at district level to initiate the ground level 120-day certification course (Gnana Jyothi) trainings for year 1 for 55607 Anganwadi workers. This will take place over three days in a non-residential mode, at all the district headquarters from 19.12.2024 to 21.12.2024 for 3 days and Anganwadi workers trainings will be continued after successful completion of 120-day certification course DRPs refresher training to initiate the ground level training for 55607 Anganwadi workers on 120-day certification course (Gnana Jyothi) across the state. In this regard, All the Regional Joint Directors, District Educational Officers and Additional Project Directors are instructed to issue the necessary proceedings and instruct the MEOs to depute the KRPs and DRPs and relieve them for the above said trainings for successful completion of the DRPs refresher training.
The vendor details also have mentioned in the below tabular format who will be providing the working lunch and two times snacks for the participants for 3 days and AMOs and In charge MEOs may be coordinated with the vendor for conducting the 120-day certificate course for 4000 DRPs refresher training in 30 venues.

All District Educational Officers and Additional Project Coordinators of Samagra Shiksha are hereby informed that, as per the PAB 2024-25 approval, the state intends to procure sports kits for schools at the following rates: Rs. 5,000 for Primary Schools, Rs. 10,000 for Upper Primary Schools, and Rs. 25,000 for Secondary and Senior Secondary Schools. This initiative aims to promote holistic child development through sports, physical education, yoga, and co-curricular activities.
In this connection, a web portal was developed by this office for placed the required sports material in the said application for providing the customized sports material to the respective schools in the state. They are informed to follow the instructions with a request to communicate to all schools for uploading their indents through the web portal.

- Enter the Username, Password, and Captcha, then click the Login
- Verify the details displayed, including the School , Name, UDISE Code, Enrolment, and Ceiling Amount.
- Select Yes or No to indicate the availability of a playground.
- If Yes, choose the Playground Area from the drop-down menu on the screen.
- If No, proceed to the next step to select a game. Choose the sport from the drop-down menu on the screen:
- Step 1: Select the desired game.
- Step 2: Enter the number of articles required.
- Ensure the total cost does not exceed the ceiling amount. the ceiling is fixed Rs. 7,000 for Primary, Rs. 14,000 for Upper Primary and Rs. 30,000 for Secondary and Sr. Secondary schools for further requirement sports kit in the schools.
- The School heads should be placed indent in the portal as need and priority based.
- While selecting the required sports and games materials, carefully verify the ceiling amount and ensure the remaining balance is accounted for.
- If the cost of the selected game is within the sanctioned amount and select additional games.
- if the total cost exceeds the sanctioned amount, the selection will not be accepted, and need to revise the school choices.
Therefore, all the Regional Joint Directors of School Education, District Educational Officers and Additional Project Coordinators of S.S in the state are requested to monitor and ensure that all the schools placed their required sports material indent in the portal without fail.

The attention of all the Principals, Government DIETs, District Educational Officers in the State is invited to the reference read above and they are hereby instructed to take immediate steps for the successful execution of the Hon'ble Prime Minister's Pariksha Pe Charcha (PPC) 2025 program scheduled in January 2025. The following actions are to be implemented:
- Nominate one Nodal Officer from each DIET for coordination and submission of details (Name, Designation, Mobile Number, Email ID).
- Ensure 50% participation of total enrollment in State Government Schools across the three categories: Students (Classes 6-12), Teachers, and Parents, along with Bulk Posting of school children and DIET students/teachers.
- Facilitate the registration process for students, parents, and teachers on the PPC 2025 portal: https://innovateindia1.mygov.in/.
- Strategize and ensure wide dissemination of program details to schools, teachers, students, and parents to maximize participation.
- Regularly report progress and coordinate with the State Nodal Officer for PPC 2025.
- The program must be given utmost priority, ensuring transparency and timely execution as per the directions of the Ministry of Education (MoE).
Therefore, all the DEOs and DIET Principals in the State are requested to take necessary action as per the instructions of the Government of India. The Regional Joint Directors of School Education in the State are requested to follow up with the DEOs and DIET Principals concerned

With reference to the subject cited, all the Heads of all the Recognised Schools presenting candidates for SSC Public Examinations, March 2025 are hereby informed, certain Head Masters of the Schools have fed the data wrongly at the requisite fields of the students in the web application and confirmed for the SSC Public Examinations. March 2025.
In this connection, all the Head Masters are instructed to make preparations by keeping the require documents to make any corrections in the application at the instance. The edit option will be made available in the School Logins consequent on completion of the due dates for the fields said below:
- Student Name, Father Name and Mother Name.
- Date of Birth Corrections.
- Combination of First Language and Second Language opted by the student.
- Medium of the Student.
- In Disability field of the student, OSSC Subject/Codes of the students
- Vocational SSC Subject/Codes of the student
- Identification Marks of the students.
- Photo and Signature of the Student.
Hence, in this context, all the Head Masters are hereby directed to utilize the EDIT opportunity to update the corrections required if any, in the requisite's fields of the students (as recorded in the AAPAR ID of the student) in the web application which will be enabled in the School Login from 19.12.2024 to 23.12.2024 and to ensure that the error free data for hosting the hall tickets of the students of SSC Public Examinations, March 2025.

The District Educational Officers and Additional Project Coordinators of Samagra Shiksha mentioned in the address entry are informed that the State government is prioritizing foundational literacy and numeracy aligning with the National Education Policy (NEP) 2020 and other key frameworks. This focus on early childhood care and education (ECCE) is crucial for ensuring that children develop essential skills at a young age.
In this context a comprehensive initiative aimed at enhancing the skills of Grade 1 and 2 teachers through a structured 60-day certificate course. This collaboration between the Department of School Education, Samagra Shiksha, and ASER (Pratham) emphasizes a blended learning approach, combining both offline and online training methods.
Accordingly, a comprehensive training initiative is taken up by the department to train the 34,000 SGTs in six days in the residential mode across the state in 14 spells. Accordingly, first and second spell were successfully completed and the teachers were enthusiastically participated in the residential training in 9 venues across the state.
Further all the District Educational Officers and Additional Project Coordinators of Samagra Shiksha in the State are informed that in continuation of this training program the third spell residential training for 06 days will be conducted from 25th to 30th of November,2024 in the 9 venues across the state as indicated below.

For providing trainings at district level for 60-day certificate course for primary teachers, the ASO & AMOs from the respective district who are dealing with Grade 1&2 and 9 venues districts shall identified and mapped the 8 erstwhile districts to those 9 venues for third spell trainings.
The roles and responsibilities at the district level are proposed as below:
- The District Educational Officer (DEO) will serve as the Chairman of the training program, ensuring its smooth execution. They will coordinate with DIET principals, District Academic Monitoring Officers (AMOs), Girl Child Development Officers (GCDOs), Inclusive Education Coordinators (IECo), Alternative School Coordinators (ALS Co), and clerical staff in the DEO office to facilitate effective training for SGTs. This collaboration is essential for organizing logistics, addressing any issues that arise, and ensuring that the training meets its objectives.
- The District Educational Officers should ensure that the assigned SGTs are deputed to the training program on a spell-wise basis from their respective districts. It's important to ensure that no teacher is sent to the training program more than once.
- AMOs where the venues are located has to look after the logistics, arrangements and other essentials required at the venues timely.
- The list of the participants proceedings should be released at district level for each spell from the list which the state has received from the respective ASOs
- "Since we have 34,000 Secondary Grade Teachers (SGTs) from all 13 erstwhile districts, the participants' list should be released at the district level for each spell, based on the list received from the respective ASOs. The proceedings for the participants' list should also be issued at the district level accordingly."
- Each venue will have 4 in charges overseeing various aspects including coordination with vendors, food arrangements, technical support, accommodation, stationery and sanitation.
- Concerned RJDs and DEOs are instructed to conduct the preparatory meetings with AMOs, ASOs, GCDOs, IECo, ALSCo and MEOs to send the participants to the mapped venues without fail.
- Monitoring committee to be formed at every venue with the mapped district officials for monitoring the facilities and observe the sessions.
- IFP Pannels should be installed by the DNOs (District Nodal Officer) with coordination of IFP vendors in each classroom and DEOs should make a follow up on this DRPs should be allotted for each classroom and 1 KRP&1 MEO for each venue
- The DEOs should not depute the single teachers from single teacher’s schools for the trainings up to 4 spells and the state officials will notify the district officials with an alternative plan on how to train the single teacher schools.
- 4 PETs (2 male and 2 female PETs) should be allotted in each venue for conducting the extracurricular activities.
- Mobile phones should be deposited in the classroom by keeping them in silent mode and it can be used only in break times.
- G. Maheshwar Reddy, Teacher Training in charge of Samagra Shiksha, AP will be coordinating with logistics facilities across all the Venues in the state for successful completion of trainings.
- The KRPs and DRPs should not be sent as participants for 60-day certification course.
- Medical facilities shall be available to the participants for entire training period with equipment to meet the emergency situations in the venues.

All the District Educational Officer in the State are informed that, the teachers. Association are frequently requesting to issue calefactory instructions to all the District Educational Officers with regard to preservation of Earn Leave to teachers and other employees working in schools as all the Deputy Educational Officers and MEOs are not following uniform procedure. Therefore, the instructions are hereby reiterated in connection with prevention from availment of summer vacation and preservation of E.L.
1. The teaching and non-teaching staff working in the schools / Educational Institutions. who have availed the vacation / summer vacation, 6 days of E.L. in two spells i.e. three (3) days from 1 January to 30th June, and three (3) days from 1st July to 31st December in a calendar year may be credited to their leave account as per G.O.Ms. No.317, Education (Ser.V) Dept., dated 15.09.1994,
2. Prevention may be accorded during vacation including summer vacation as per the need and necessity and exigencies of work viz., examination related work / training etc.
3. Regarding prevention of the staff to prevent the following staff from the Educational Institutions. (1) Headmaster, (2) Junior Assistant / Record Assistant, and (3) Office subordinate. If there is no Junior Assistant / Record Assistant, Seniormost teacher may be prevented from availing of summer vacation, in any case the prevented staff should not exceed three (3) persons.
4. Any prevention of teaching/non-teaching staff during the vacation/summer vacation should be by a general or special / specific order of higher authority / competent authority.
5. Ruling 15 under FR 82 is that "If a Government servant of the vacation department does duties during vacation and separately remunerated therefore, he should not be considered as having been deprived of vacation." However, the teaching and non- teaching who are prevented from availing vacation / summer vacation for attending the duties such as preparation / revision of electoral rolls, enumeration, census and received remuneration shall not be treated as remuneration in terms of G.O.Ms. No. 35, Edn., dated 16.01.1981 and G.O.Ms. No. 355, GAD, dated 19.05.1991.
6. Regarding remuneration paid in connection with attending the examination work viz., spot valuation and instant examinations, receipt of TA and DA during training programmes shall be treated as remuneration and does not comes under prevention
7. The Number of days of prevention/summer vacation shall be considered to have foregone vacation is the one that actually spent in attending to the duties assigned in terms of G.O.Ms.No.114, Finance, dated 28.04.2005.
8. In any case the total number of E.LS. accrued by virtue of prevention of vacation/summer vacation shall not exceed 30 days (inclusive of 6 days)
Therefore, all the District Educational Officer in the state are requested to take necessary action in the matter.
This has the approval of the Commissioner and Director of School Education, Andhra Pradesh, Hyderabad.

In the reference 1st read above, Government have issued Andhra Pradesh Panchayat Raj Subordinate Service Rules, 2010 for the post of Panchayat Secretary and accordingly published a notification in the Extraordinary issue of the Andhra Pradesh Gazette, Dated 24.02.2010.
In the G.O. 2nd read above, Government have issued orders for establishment of Village Secretariat System in the State including the posts (functionaries) in order to deliver the services effectively to the public at the village level.
In the G.O. 3rd read above, Government have issued orders amending the Andhra Pradesh Panchayat Raj Subordinate Service Rules, 2010 issued in O.Ms.No.84 PR&RD (MdI.II) Dept., Dt:24.02.2010, duly including the posts of Panchayat Secretary Grade - V and Panchayat Secretary Grade VI (Digital Assistant) in the service rules.
In the G.O. 4th read above, Government have issued orders amending the Andhra Pradesh Panchayat Raj Subordinate Service Rules, 2010 issued in O.Ms.No.84 PR&RD (MdI.II) Dept., Dt:24.02.2010, duly amending the Note-3, relating to ratios of Panchayat Secretary Grade-V & Panchayat Secretary Grade- VI (DA) in the service rules.
After careful examination of the proposal of the Commissioner, PR&RD, in the reference 9th read above, Government have decided to issue the certain amendment to the Andhra Pradesh Panchayat Raj Subordinate Service Rules, 2010 issued in G.O.Ms.No.84 PR&RD (MdI.II) Dept., Dt:24.02.2010, duly categorization of feeder categories basing on the Scales of Pay, the Junior Assistants /Junior Assistant-cum-Bill Collectors who are used to be promoted as Panchayat Secretary Grade-II as per earlier provisions will now be promoted to the category of Panchayat Secretary Grade-III.
The amendments hereby made shall come into force with effect on and from the date of publication in the Andhra Pradesh Gazette.
Accordingly, the following notification will be published in an Extra- Ordinary Issue of the Andhra Pradesh Gazette Dated: 15.11.2024.

The Constitution Bench of Hon'ble Supreme Court consisting of (7) Judges has pronounced its judgment in W.P. Civil Appeal No.2317 of 2011 combined with other petitions including W.P.(C) No.562 of 2022 filed by Madiga Reservation Porata Samithi on dated 01.08.2024 regarding Sub-Classification within the Scheduled Castes.
Key points of the Judgment:
- Sub-classification within the SCs does not violate Article 341(2) because the castes are not per se included in or excluded from the List.
- Objective of any form of affirmative action including sub-classification is to provide substantive equality of opportunity for the backward classes.
- Substantive equality refers to the principle that the law must account for the different backgrounds and historical injustices faced by persons or groups.
- State can sub-classify based on inadequate representation of certain castes. However, the State must establish that the inadequacy of representation of a caste/group is because of its backwardness.
- State must collect data on the inadequacy of representation in the "services of the State". State cannot act on its whims or political expediency and its decision is amenable to judicial review.
- State is not entitled to reserve 100% of the seats available for SCs in favour of a group to the exclusion of other castes in the President's List.
- Four of the seven judges on the Bench separately opined that the creamy layer principle is also applicable to the Scheduled Castes & Scheduled Tribes.
Government have examined the orders of Hon'ble Supreme Court of India in detail and decided to constitute a One Man Commission to suggest the specific recommendations on sub-classification of Scheduled Castes. Accordingly, the Government hereby appoint Sri Rajiv Ranjan Mishra, I.A.S. (Retd.) as One Man Commission to suggest the specific recommendations on sub-classification of Scheduled Castes to ensure the benefits of reservation policies are equitably distributed among the various sub-groups of Scheduled Castes in the State of Andhra Pradesh in the light of Judgment of the Hon'ble Supreme Court(State of Punjab & Ors. Vs Davinder Singh & Ors. (Civil Appeal No.2317 of 2011), dated: 01.08.2024 with certain terms and conditions.
Accordingly the following Notification shall be published in an Extraordinary issue of the Andhra Pradesh Gazette Dt.15.11.2024.

In exercise of the powers conferred under section 11 of the Commission of Inquiry Act, 1952 (Central Act No.60 of 1952), the Government of Andhra Pradesh hereby appoint Sri Rajiv Ranjan Mishra, I.A.S(Retd.), to suggest the specific recommendations on sub-classification of Scheduled Castes to ensure the benefits of reservation policies are equitably distributed among the various sub-groups of Scheduled Castes in the State of Andhra Pradesh in the light of Judgment of the Hon'ble Supreme Court(State of Punjab & Ors. Vs Davinder Singh & Ors. (Civil Appeal No.2317 of 2011), dated: 01.08.2024 with the following terms and conditions:
- To undertake a rationale sub-classification and grouping together of the homogeneous sub-castes of Scheduled Castes in the State of Andhra Pradesh by adopting a scientific methodology and by considering the available Contemporaneous Data and Census at District, Zonal and State Level.
- To conduct empirical studies to identify inter-se backwardness within various sub-groups of Scheduled Castes in the State of Andhra Pradesh, by focusing on inadequacy of representation in the Services of the State and admissions into Educational Institutions.
- To Examine various facets of the social, economic, political and educational backwardness among various sub-groups within Scheduled Castes and identify. the manner of effective implementation of sub-classification of Scheduled Castes in the State of Andhra Pradesh, in terms of the Judgment of the Hon'ble Supreme Court in State of Punjab & Others vs Davinder Singh & Others in Civil Appeal No.2317 of 2011 on 01.08.2024.
- To submit a report with specific recommendations on the above aspects and on all other measures required to be undertaken to ensure that the benefits of reservation policies are equitably distributed among the various sub-groups of Scheduled Castes within (60) days from the date of assumption of charge.
The Director of Social Welfare, A.P., Tadepalli shall make necessary arrangements for office accommodation, mobility, staff, communication and other necessary infrastructure to facilitate the Commission to conduct the said Inquiry.
All the officers concerned shall handover all the requisite documents and material evidence to the Commission of Inquiry, and assist the Commission.

Sanction is hereby accorded for an amount of of Rs.1070.16 lakhs (Ten Crores Seventy Lakhs and Sixteen Thousand only) in Elementary and Rs.283.32 lakhs (Two Crores Eighty Three Lakhs and Thirty Two Thousand only) in Secondary level I.e totally an amount of Rs.1353.48 Lakhs (Thirteen Crores Fifty Three Lakhs and Forty eight Thousand only) for 22,558 Children @Rs 6000/- per student for providing Transport allowance for ten months for those who are residing at schoolless habitations, hilly areas and sparsely populated areas where schools are not available in the state as follows:

The State Finance Controller of this office is requested to release an amount of Rs.1070.16 lakhs (Ten Crores Seventy Lakhs and Sixteen Thousand only) in Elementary and an amount of Rs.283.32 lakhs (Two Crores Eighty Three Lakhs and Thirty Two Thousand only) in Secondary level I.e totally an amount of Rs.1353.48 Lakhs (Thirteen Crores Fifty Three Lakhs and Forty eight Thousand only) for 22,558 Children of Elementary and Secondary level to the concerned APCs duly meeting the expenditure under the component of Transportation Allowance (Sub component at 3.2.1 in elementary level and 1.2.1 in Secondary level for the academic year 2024-25 as per the district wise budget mentioned above to all Additional Project Coordinators in the State.
