ORDER:

The following Notification shall be published in the extraordinary issue of Andhra pradesh Gazette, Dated: 09.07.2024.

NOTIFICATION

Whereas, the use of Aadhaar as an identity document for delivery of services or benefits or subsidies simplifies the Government delivery process, brings in transparency and efficiency, and enables beneficiaries to get there entitlements directly in a convenient and seamless manner by obviating the need to produce multiple documents to prove one's identity;

And whereas the School Education Department administers Disbursement of Entitlements to Students under "Talliki Vandanam" program and the "Student Kits" Distribution etc. These program(s) aim to provide essential support to students and Government schools across the state. This includes providing school supplies such as Textbooks, Notebooks, Uniforms, Shoes, Belt, Tie, Socks, and other materials, as well as offering financial assistance to mothers or guardians of school-going children. The Department provides these benefits to the respective beneficiaries under the mentioned schemes:

Description

TALLIKI VANDANAM

As a part of Government Assured  Flagship Programs,  the Government under "TALLIKI VANDANAM" scheme is providing financial assistance of Rs.15,000/- per annum to each mother or recognized guardian who is below poverty line household and sending their children to schools/colleges i.e., from Classes I to XII.

STUDENT KITS

Under Vidya Kanuka, the Government school students of Classes Ito XII are provided with the following benefits:

(i) Bilingual Textbooks (English content on one page and Telugu version on the opposite page)

(ii) Notebooks and Workbooks

(iii) Three pairs of Uniforms with stitching charges

(iv)  A pair of Shoes and two pairs of Socks

(v)  A Belt and a School Bag

(vi) Pictorial dictionary, Oxford dictionary

 

TALLIKI VANDANAM:

Talliki Vandanam, aims to ensure that no child misses out on education due to poverty. This innovative scheme supports mothers in sending their children to school regularly, significantly reducing the dropout rate.

The government provides a direct annual financial assistance of Rs.15,000/- to mothers whose children are studying from Class-I to Class­XII, ensuring a 75% attendance duly processing the required validations for identifying the eligible BPL families.

STUDENT KITS:

To provide basic entitlements and give a feeling of dignity and self-respect to the child and cause equality among the children in the schools, the Government is supplying Students kit consisting of a Bag, 3 pairs of Uniforms including stitching charge, a Belt, a pair of Shoes and two pairs of Socks, Textbooks, Notebooks, Workbooks, and an English to Telugu Oxford Dictionary.

This significant allocation has led to a notable enhancement in the dignity of government school students and a considerable surge in student enrolment in government schools.

And whereas, the Scheme involves recurring expenditures incurred from the consolidated fund of State Government of Andhra Pradesh;

రాష్ట్రంలో ఒకటి నుంచి ఇంటర్మీడియట్ వరకు చదివే విద్యార్థులు 'తల్లికి వందనం', 'స్టూడెంట్ కిట్' ప్రయోజనాలు పొందడానికి ఆధార్ కలిగి ఉండాలని, ఒకవేళ లేకపోతే నమోదు కోసం దరఖాస్తు చేసుకోవాలని ప్రభుత్వం సూచించింది. ఆధార్ వచ్చే వరకు 10 రకాల పత్రాలను పరిగణనలోకి తీసుకుంటామని వెల్లడించింది. ఈ మేరకు పాఠశాల విద్యా శాఖ కార్యదర్శి కోన శశిధర్ ఉత్తర్వులు జారీ చేశారు. అమ్మకు వందనం పథకం కింద దారిద్య్ర రేఖకు దిగువన ఉండి, పాఠశాలలకు పిల్లల్ని పంపించే తల్లులు లేదా సంరక్షకులకు ఏడాదికి రూ.15 వేలు ఆర్థిక సాయం చేయనున్నారు. విద్యార్థులకు 75 శాతం హాజరు తప్పనిసరిగా ఉండాలని పేర్కొన్నారు.

స్టూడెంట్ కిట్ కింద ప్రభుత్వ, ఎయిడెడ్ బడుల్లో చదివే విద్యార్థులకు బ్యాగ్, మూడు జతల ఏకరూప దుస్తులు, బెల్టు, జత బూట్లు, రెండు జతల సాక్సులు, పాఠ్య పుస్తకాలు, నోటు పుస్తకాలు, వర్క్ బుక్లు, ఆంగ్ల నిఘంటువు ఇస్తున్నారు. ఈ రెండు పథకాల కింద ప్రయోజనం పొందేందుకు ఆధార్ను కలిగి ఉండాలి. ఒకవేళ ఎవరికైనా లేకపోయినా.. విద్యాశాఖ ద్వారా ఆధార్ నమోదు సదుపాయాన్ని కల్పించాలని సూచించారు. ఆధార్ వచ్చే వరకు ఓటరు గుర్తింపు కార్డు, ఉపాధి పథకం కార్డు, కిసాన్ పాస్బుక్, రేషన్ కార్డు, పాస్పోర్టు, బ్యాంకు లేదా తపాలా పాస్బుక్, డ్రైవింగ్ లైసెన్సు, వ్యక్తిని ధ్రువీకరిస్తూ గెజిటెడ్ అధికారి సంతకం చేసిన పత్రం, తహసీల్దారు ఇచ్చే పత్రం, విభాగం సూచించే ఏ పత్రాన్నైనా అనుమతిస్తారని వెల్లడించారు.

Now, therefore, in pursuance of Section 7 of the Aadhaar (Targeted delivery of Financial and Other Subsidies, Benefits, and Services) Act, 2016 (18 of 2016) (hereinafter referred to as the said Act), the Government of Andhra Pradesh hereby notifies the following, namely: -

  1. An individual desirous of availing the benefits under the schemes shall hereby be required to furnish proof of possession of the Aadhaar number or undergo Aadhaar authentication.
  2. Any individual desirous of availing the benefit under the schemes, who does not possess the Aadhaar number or, has not yet enrolled for Aadhaar, shall be required to make application for Aadhaar enrolment subject to the consent of his parents or guardians (in case of minor students), before registering for the schemes provided that he is entitled to obtain Aadhaar as per section 3 of the said Act and such individuals shall visit any Aadhaar enrolment centre (list available at the Unique Identification Authority of India (UIDAI) website uidai.gov.in) to get enrolled for Aadhaar.
  3. As per the regulation 12 of the Aadhaar (Enrolment and Update) Regulations, 2016, the Department shall offer Aadhaar enrolment facilities for the beneficiaries who are not yet enrolled for Aadhaar and in case there is no Aadhaar enrolment centre located in the respective area, the Department shall provide Aadhaar enrolment facilities at convenient locations in coordination with the existing Registrars of UIDAI or by becoming a UIDAI Registrar themselves:

Provided that till the time Aadhaar is assigned to the individual, the benefits under the schemes shall be given to such individual subject to production of the following documents, namely: -

  1. If he has enrolled, his Aadhaar Enrolment identification slip; and
  2. Any one of the following documents, namely;-
  3. Bank or Post Office Passbook with Photo; or
  4. Permanent Account Number (PAN) Card; or
  5. Passport; or
  6. Ration Card; or
  7. Voter Identity Card; or
  8. MGNREGA card; or
  9. Kisan Photo Passbook; or
  10. Driving license issued by the Licensing Authority under the Motor Vehicles Act, 1988 (59 of 1988); or
  11. Certificate of identify having photo of such person issued by a Gazetted Officer or a Tahsildar on an official letter head; or
  12. Any other document as specified by the Department:

Provided further that the above documents may be checked by an officer specifically designated by the Department for that purpose.

In order to provide benefits to the beneficiaries under the schemes conveniently, the Department shall make all the required arrangements to ensure that wide publicity through media shall be given to the beneficiaries to make them aware of the requirement of Aadhaar under the schemes.

In all cases, where Aadhaar authentication fails due to poor biometrics of the beneficiaries or due to any other reason, the following remedial mechanisms shall be adopted, namely:-

  1. In case of poor fingerprint quality, iris scan or face authentication facility shall be adopted for authentication, thereby the Department through its implementing Agency shall make provisions for iris scanners or face authentication along with finger-print authentication for delivery of benefits in seamless manner;
  2. In case the biometric authentication through fingerprints or iris scan or face authentication is not successful, wherever feasible and admissible authentication by Aadhaar One Time Password or Time-based One-Time Password with limited time validity, as the case may be, shall be offered;
  3. In all other cases where biometric or Aadhaar One Time Password or Time-based One-Time Password authentication is not possible, benefits under the Scheme may be given on the basis of physical Aadhaar letter whose authenticity can be verified through the Quick Response code printed on the Aadhahr letter and the necessary arrangement of Quick Response code reader shall be provided at the convenient locations by the Department through its Implementing Agency.
In addition to the above, in order to ensure that no bona-fide beneficiary under the schemes is deprived of his due benefits, the Department shall follow the exception handling mechanism as outlined in the Office Memorandum of DBT Mission, Cabinet Secretariat, Government of India dated 19th December, 2017.
The Commissioner of School Education, Andhra Pradesh, shall take necessary action accordingly, in the matter.

This notification shall come into effect from the date of its publication in the Official Gazette.

 Read the following:-

  3. From the Commissioner of School Education, Lr.Rc.No. 11022/18/2023-EST 1-CSE, Dt:14.10.2023.

ORDER:

In the G.O. 1St read above, the Government have issued orders creating (i) 13 MEO-I posts and (ii) 679 MEO- II posts for effective monitoring of the academic and non-academic activities, subject to issue of the detailed orders duly mentioning the work distribution between MEO-I and MEO-II posts and also modified the existing 666 MEO posts as MEO-I posts.

 In the reference 2nd read above, the Government have accorded permission to fill up the posts of Mandal Educational Officers-II (i) with the existing MEOs of Z.P Management (by transfer) and (ii) with the Headmasters Grade-II in Z.P. Management Schools (by transfer based on seniority and willing), subject to the outcome of all the Writ Petition(AT)s/Writ Petitions/Contempt cases and SLP if any pending before the Hon'ble Courts.

In the reference 3rd read above, the Commissioner of School Education, has submitted proposals for distribution of the work between the posts of Mandal Educational Officer-I and Mandal Educational Officer-II and to issue Job charts to the posts of Mandal Educational Officer-I and Mandal Educational Officer-II.

Government, after careful examination and keeping in view the recent academic and administrative reforms in School Education Department, have decided to accept the proposal of the Commissioner of School Education and accordingly, hereby issue orders distributing the existing work/functions between the posts of Mandal Educational Officer-I and Mandal Educational Officer-H as detailed below. The detailed job chart of Mandal Educational Officer-I and Mandal Educational Officer-II are appended to this G.O as Annexure- I & II. :-

ANNEXURE-I

 ACADEMIC FUNCTIONS:

 Inspections and Visits: Academic Calendar, draw a program for the academic year for the inspection, surprise visits, follow-up visits and annual inspections, duly focusing on student learning outcomes, reviews on the observations made during the inspections and visits,

 Training to teachers: Identification of need-based training for the teachers and conduct of teacher training and organization of Seminars and Workshops to ensure that all teachers are professionally sound to impart the teaching-learning process in a better manner, School Complex meetings as per the schedule and to share the observations of the visits and inspections to the Headmasters/Teachers, capacity building programme, teacher training registry, teacher association meetings, etc.

 Quality Initiatives: all programs defined for ensuring learning outcomes among students, impact study on the programs implemented, to share the best practices, conduct field visits/exposure visits to the schools of best practices, field visits to the students, TLM/Science exhibitions, to ensure that the digital infrastructure supplied to the schools is functioning and the teaching-learning practices are technologically enabled.

 Assessments: formative and summative assessments and to ensure the marks are posted online and disseminated to the parents, remedial teaching for slow learners, National Assessment Survey (NAS), Student Learning Achievement Survey (SLAS) etc.,

 ADMINISTRATIVE FUNCTIONS:

 Establishment and Recognition of Schools: Sponsoring proposals for opening/temporary recognition/permanent recognition of Schools and for the upgradation of Schools to District Educational Officer, Mapping of Schools as per guidelines issued by the Department, Scrutinizing applications for recognition and grant-in-aid in respect of Non-Government Schools and request for ad hoc grants wherever applicable, to identify unrecognized institutions in the jurisdiction and report to authorities.

 Strengthening of Schools: Verifying the cadre strength of each School and estimating the vacancy position/requirements of posts, Sponsoring proposals for the sanction of additional posts to Schools to the District Educational Officer, Identification of surplus posts as per rules and sponsoring proposals for the transfer of posts to needy Schools with provision.

 Teacher Service Matters: Drawing and Disbursing of salaries of teachers, service registers, annual grade increments, pay fixation, sanctioning of leaves, pension proposals, to propose disciplinary action against the teachers to the District Educational Officer, support the district authorities while conducting teacher transfers and promotions.

 Other functions: teachers attendance and students on-line attendance issues, alternative arrangements in respect of single teacher schools (If any) where the teacher is on leave/training/on duty, to support the Mandal Educational Officer-II in performing his/her duties in the Mandal, to maintain the rapport with line departments viz, Village & Ward Secretariat department, Women and Child Welfare Department, Panchayat Raj Department, Health and Family Welfare Department etc., and to attend any other work as entrusted by the Higher authorities.

 ANNEXURE-II

Academic Functions:

 SCHOOL READINESS AND ENROLLMENT DRIVE: Creating School ambience for Children enrollment, monitoring Enrollment drives, conducting motivational programs with parents and organizing "Samoohika Aksharabhyasamu" programmes.

 MAINSTREAMING OF OUT OF SCHOOL CHILDREN: school-age children database, tracking of never enrolled and dropout children and to enroll them into Special Training Centers, monitor the function of Non-Residential and Residential Special Training Centers and ensure that children enrolled in such centers are mainstreamed in their ages-specific class etc.

 VOCATIONAL EDUCATION AND CHILDREN WITH SPECIAL NEEDS: Convergence with the Women and Child Welfare Department, visit the Bhavitha Centers and ensure that all CwSN are enrolled, monitor the job chart of the IERTs etc.

 MANAGING OF CHILD DATA BASE AND UDISE& CHILDREN WITH SPECIAL NEEDS: UDISE+, Child Info, performance indications such as GER, NER, Transition Ratio, and dropout ratio etc.

 CO-CURRICULAR AND EXTRA-CURRICULAR ACTIVITIES: co-curricular and extra-curricular activities suggested in the academic calendar, to identify the skills among the students and to encourage them to be professional in such skills by coordinating with the Secretary, School Games Federation (SGF), NCC, NSS, Science Exhibition convergence with all line departments to promote the students as per their interest in co-curricular/extra-curricular activities.

 Administrative Functions (Schemes)

 SCHOOL TRANSFORMATION PROGRAM (Nadu-Nedu), DIGITAL INFRASTRUCTURE, LEARNING MATERIAL TO STUDENTS(JVK) identify the infrastructural needs, minor repairs of the schools and send proposals, monitor the civil works, distribution of textbooks, workbooks, notebooks, uniforms and other learning materials supplied by the government, to take necessary action on the low performing schools with regard to digital infrastructure utilization and e-content utilization etc.

 MID-DAY MEAL PROGRAM (Jagananna Gorumudda), GRANTS TO SCHOOLS & SCHOOL SANITATION (SMF & TMF): menu, indent, cooking agencies, Bills, online reporting system, hygiene, ANM visits, utilization of SMF & TMF etc.

 DIRECT BENEFIT TRANSFERS/AMMAVODI: financial assistance to the mother, transport allowance, reader allowance, escort allowance, stipend for CwSN etc., Scholarships, social audit for all the DBTs.

 SCHOOL SAFETY AND STUDENT SAFETY, CAMPAIGN FOR GIRL CHILD SAFETY: safety pledge, evacuation plans, complaint box, Iron and Folic Acid tablets distribution, good touch and bad touch awareness to Girl Students, visits of Mahila Police, awareness on child abuse, child safety, POSCO Act etc.,

 OTHER FUNCTIONS: Social Audit of School, School Leadership training and Capacity building for the School heads (Principals/Headmasters), maintain the rapport with line departments viz, Village & Ward Secretariat department, Women and Child Welfare Department, Panchayat Raj Department, Health and Family Welfare Department etc., to support the Mandal Educational Officer-I in performing his/her duties in the Mandal, to attend any other work as entrusted by the Higher authorities.
