The Andhra Pradesh Teacher Eligibility Test APTET-OCTOBER- 2025 will be conducted by the Department of School Education, Government of Andhra Pradesh in all Districts of the State through a Computer Based Test (CBT). The main objective to conduct Teacher Eligibility Test is to ensure National Standards and benchmark of Teacher Quality in the recruitment process in accordance with the National Council for Teacher Education (NCTE) norms and procedures. One of the essential qualifications for a person to be eligible for appointment as teacher in any of the school (Both Government and Private) referred to in class (n) section-2 of the RTE Act is that he/she should qualify the Teacher Eligibility Test conducted by the Department of School Education.
Online applications are invited for the Andhra Pradesh Teacher Eligibility Test- OCTOBER-2025 from the candidates for all those aspiring to be Teachers in State Government, Mandal Parishad, Zilla Parishad, Municipality, P. Model Schools, A.P. Residential Schools, all Welfare Society Schools, Private Aided Schools and Private Un- Aided Schools etc., under the control of Andhra Pradesh State for classes I to VIII. Government of India have enacted RTE Act, 2009 on 26.08.2009 titled “The Right of Children to Free and Compulsory Education”. In said Act under Sub-Section (1) of section 23 of the RTE Act, National Council for Teacher Education (NCTE), New Delhi has laid down minimum qualifications for a person to be eligible for appointment as a Teacher for Classes I to VIII in its Principal Notification dated 23rd August, 2010 and amendments issued thereon. The minimum qualification includes a pass in Teacher Eligibility Test (TET) pursuant to the said guidelines; it has been decided to conduct Teacher Eligibility Test (TET) in the State of Andhra Pradesh.
Those candidates who possess D.EL.Ed. / B.Ed (or) its equivalent qualifications shown in Information Bulletin and candidates pursuing final semester of the said courses with requisite percentage of marks obtained in academic qualifications as given in Information Bulletin of APTET can appear for APTET-OCTOBER-2025. However, the candidates intending to seek employment as a teacher in private unaided schools following Central or State syllabus shall have the option of appearing at CTET conducted by Central Government through CBSE instead of APTET, if they so desire. Those candidates who desire to improve their APTET score shall also apply for APTET- OCTOBER-2025.
To bring in utmost transparency and accuracy in the conduct of examinations APTET-OCTOBER-2025 will be conducted through Computer Based Test (CBT) in Paper-1A, Paper-1B, Paper-2A and Paper-2B. The candidate who intends to be teacher for Classes I to V have to appear for Paper-1A and the candidate intends to be teacher for Classes VI to VIII have to appear for paper-2A. The candidate who intends to be teacher for Classes I to V in Special Schools have to appear for the examination under Paper -1B and the candidate who intends to be teacher for Classes from VI to VIII have to appear for paper-2B in respect of Special Schools. The candidates who are having both El.Ed and B.Ed qualifications, intends to be teachers for all Classes from I to VIII are only eligible to appear for all papers, i.e. Paper-1A, Paper-1B, Paper-2A and Paper-2B as per requisite qualifications.
APTET Notification 2025 APTET-Applicability:
The APTET shall apply to all the schools referred to in Clause (n) of Section 2 of the RTE Act. However, a school referred to in Sub-Clause (iv) of Clause(n) of Section 2 of the RTE Act, may exercise the option of considering either the TET conducted by the Central Government or the APTET. Teachers working in Private Schools whose appointments were not approved by the competent authority are not exempted from passing TET. Such teachers of Private Unaided Schools shall appear for TET conducted by either the State Government or Central Government. In respect of non-approved teachers working in Private Aided Schools, they shall invariably appear for TET conducted by the State Government only.
TET for in-service Teachers:
As per the judgment of the Hon’ble Supreme Court of India in Civil Appeal No. 1385/2025, in-service teachers who were recruited prior to the enactment of the RTE Act, and having more than five years service to retire on superannuation, must qualify the TET. The existing Secondary Grade Teachers (SGTs) and School Assistants (SAs) who do not have a TET qualification may appear for Paper 1A/1B and 2A/2B, in their concerned subject. (Eligibility criteria for appearing APTET as detailed at Rule-5.1, 5.2, 5.3, 5.4 in G.O.Ms.No:36, School Education (Services-I) Department, Dt:23-10-2025, is exempted for all in-service teachers serving in all Government and Private Aided Institutions).
APTET Notification 2025 TET for Languages and Social Studies candidates:
Before 2017, there was a common paper for SA (Languages) and SA (Social Studies). From the 2017 TET onwards, separate examinations have been conducted for Languages and Social Studies subjects. Hence, candidates who qualified in the combined TET previously may appear for separate paper and qualify in the concerned paper only.
APTET Notification 2025 Examination Fee:
The fee towards submission of application online and for the conduct of Computer Based Examination is Rs.1000/- for each Paper-1A, Paper-1B, Paper-2A and Paper-2B separately. Candidates shall pay the fee through payment Gateway from 24.10.2025 to 23.11.2025 and submit online application at the APTET official website http://cse.ap.gov.in from 24.10.2025 to 23.11.2025.
Note: If the candidate who is having both D.El.Ed general/special and B.Ed general /special qualifications desires to apply for all papers, he/she has to pay Rs.1000/- for each paper separately.
APTET Notification 2025 Procedure for Submission of Online Application:
Detailed procedure for applying ONLINE is given in the Information Bulletin. Candidates can download the ‘Information Bulletin’ free of cost from the APTET official website http://cse.ap.gov.in from 24.10.2025 onwards. Candidates can submit their online applications from 24.10.2025 to 23.11.2025. No candidate is allowed for Edit / Modify the application once submitted.
Note:-The candidates are instructed to submit the application carefully with full awareness of notification. Any corrections / Modifications will not be considered if candidate need to change or modify he/she has to pay Rs. 1000/- with separate application within the due date.
APTET Notification 2025 EXAMINATION CENTERS:
Note: Candidate should opt in first cum-first serve basis.
APTET Notification 2025 Eligibility Criteria:
The candidates at the time of applying for APTET-OCTOBER-2025. should possess minimum qualifications prescribed Paper-1A, Paper- 1B for a teacher for I to V classes, and Paper-2A, Paper-2B for a teacher for VI to VIII classes as given in Information Bulletin. The candidates, who are pursuing final semester in any of the teache education courses recognized by the NCTE (National Council for Teacher Education) or the RCI (Rehabilitation Council of India), can also appear for the APTET-OCTOBER-2025.
However, it is clarified that appearance or a passing in APTET does not automatically confer the right to participate in or consider for appointment to the post of Teacher in Government / Zilla Parishad / Mandal Parishad / Municipal/AP Model School / Welfare Schools / Society Schools/ Private Un-aided and Private Aided Schools etc., under the control of the Govt. of Andhra Pradesh. The onus lies entirely with the candidate to possess the qualifications prescribed for appointment to such post in the relevant statutory recruitment rules framed by State Government from time to time or by the said management as on the date prescribed therein., and also pass in Teacher Eligibility Test. The details of qualifications prescribed for APTET-OCTOBER-2025 are provided in the Information Bulletin.

APTET Notification 2025 Syllabus:

APTET-OCTOBER-2025 tentative results will be declared after completion of examination. However, the final result will be given after final key as per the schedule. The criteria for considering pass marks in APTET-OCTOBER-2025 is as follows: (Total Marks-150)

Differently abled (Visually, Orthopedically, Hearing Impaired and Autism) candidates with at least 40% of disability shall be considered as disabled except Hearing Impairment. Hearing Impairment means (a) Deaf means person having 70 DB hearing loss in speech frequencies in both ears (b) Hard of Hearing means person having 60 DB to 70 DB hearing loss in speech frequencies in both ears (GO.MS.No:36, Dept. for Woman, Children, Differently Abled & Senior citizens (Prog.ii), Dt: 23-08-2023).
Note: The Medical certificate submitted by the candidate for appearing APTET Examination under that particular category will not confer any right to the individual for accepting the same for further Recruitment Test. The onus will lie upon the candidate to produce the certificate validated by the Medical Board at the time of Recruitment.
APTET Notification 2025 Validity period of TET Certificate / Marks Memo:
The Marks Memo/Certificate of APTET shall be made available on APTET website only. There is no restriction on the number of attempts and a person can attend any number of times for acquiring APTET Certificate. A person who has qualified APTET may also appear again for improving his/her score. The APTET certificate shall be valid for life time in accordance with NCTE guidelines dated: 09.06.2021 as amended by the Government in G.O.Ms.No.69, School Education (Exams) Dept., Dated: 25.10.2021. The validity of APTET qualifying certificate acquired prior to 09.06.2021 shall also valid for life time as per G.O.Ms.No.69, Dated: 25.10.2021.
Note: The APTET certificate shall remain valid for life time unless otherwise modified by future NCTE guidelines.
APTET Notification 2025 TET scores for selection of Teacher Recruitment in Andhra Pradesh:
20% weightage will be given to APTET score in the ensuing Teacher Recruitment Test of the State Government. In other words, 20% weightage is for APTET score and 80% weightage for written test in Teacher Recruitment Test (TRT) for drawing up the selection list.

The Government of Andhra Pradesh has embarked on a transformative mission to provide quality education for all children, ensuring holistic development across the state. To achieve this vision, the School Education Department emphasizes community participation and the active engagement of all stakeholders in the education system. This priority is strongly supported by the Right of Children to Free and Compulsory Education Act, 2009 (RTE) and the National Education Policy, 2020 (NEP), both of which advocate for meaningful involvement of stakeholders in educational progress.
All Regional Joint Directors of School Education (RJDSEs), District Educational Officers (DEOs) & Ex-Officio Project Coordinators, and Additional Project Coordinators (APCs) of Samagra Shiksha are informed that community participation, particularly parental involvement, is vital for improving the education system. Both the RTE-2009 and NEP-2020 recognize parents as key stakeholders to encourage schools to ensure that parents are true partners in their child's educational journey.
The Parent-Teacher Meeting (PTM) serves as a crucial platform to strengthen the bond between parents, teachers, and schools. PTMs help parents understand their child's academic progress, behavior, and awareness of societal issues, while enabling teachers to seek parental cooperation for the child's benefit.
To promote this collaborative effort, the Government intends to conduct Mega Parent-Teacher Meetings (Mega PTMs) on a single day across all Government and Private schools. The Mega PTM fosters meaningful dialogue, enabling teachers and parents to work together to improve outcomes for every child. The day is envisioned as a shared celebration of learning, purpose, and belonging.
In the event of Mega PTM 7th December, 2024 Conducted in 44,956 schools, involving 25.46 lakh parents, 27,395 alumni, 22,200 philanthropists, and 36,918 public representatives. This initiative is a first of its kind in the country aimed that has fostered community engagement through press to expressed that the implementation such program in other states will be examined.
The commitment of the entire Teacher Community in Andhra Pradesh deserves appreciation for having conducted this program on grand scale.
Building on this success, the Government has decided to organize Mega Parent-Teacher Meeting 2.0 (Mega PTM 2.0) for the 2025-26 academic year on 05.07.2025. This will be conducted in all Government and Private Schools across Andhra Pradesh, with a goal to provide large space for community participation.

In view of the above, the RJDSES, DEOs and APCs are directed to communicate and take action, duly coordinating with RJDSEs of Intermediate Education, for the preparatory activities in order to implement the activities proposed that will be communicated in detail shortly.
With reference to implementing the minute to minute programme in Private Management schools, it is suggested that the Managements can make changes as per their convenience and infrastructure available.
The RJDSEs in the state are requested to coordinate and monitor meticulously with the DEOs and APCs in their jurisdiction to meet the objectives set forth for conducting Mega Parent-Teacher Meeting 2.0 on 05.07.2025.

It has come to the notice of the undersigned that the Inspecting Authorities i.e., Regional Joint Director of School Education (RJDSEs), District Educational Officers (DEOs), Deputy Educational Officers (Dy.EOs) and Mandal Educational Officers-I & II, are convening meetings with Headmasters of Primary, Upper Primary, and High Schools, as well as with the Teachers of Single Teacher Primary Schools, during school hours (i.e., 09:00 A.M. to 04:00 P.M.). Such practices are resulting in the disruption of classroom teaching, thereby hampering the learning process and adversely affecting the academic progress of students.
The primary responsibility of the Inspecting Officers is to ensure the continuity and quality of classroom instruction. Conducting administrative or official meetings during instructional hours is contrary to this objective and has a negative impact on students academic development.
In view of the above, all Regional Joint Directors of School Education and District Educational Officers/District School Educational Officers in the state are hereby strictly instructed to direct the Deputy Educational Officers and Mandal Educational Officers-I & II under their jurisdiction not to convene any physical meetings or reviews with Headmasters or Teachers of any category of schools during school hours under any circumstances, except in cases of urgency
Any deviation from the above instructions will be viewed seriously and necessary action will be initiated against the concerned officials as per existing rules in force.

The Government of India has approved the Annual School Grants Rs.859.75 for 855 PM SHRI schools under PMSHRI PAB 2025-26. It includes to be used as per the guidelines by the Govt. of India by the schools flexible to ensure continuity of learning and at least 10% funds to be utilized for Swachhta Action Plan for Water, Sanitation and hygiene in the Elementary & Secondary Schools as per the strength of the schools.

Under the powers vested with the State Project Director, A.P. Samagra Shiksha, sanction is hereby accorded to release an amount of Rs.859.75 lakhs directly to the PFMS account of 855 PM SHRI schools during 2025-26 including 10% funds to be utilized for Swachhta Action Plan for the Elementary & Secondary Schools as per the guidelines. (list attached). Hence, the Finance Controller of this office is requested to release the above grants to PM SHRI schools through PFMS accounts.
The above sanctioned amount for Rs.859.75 lakhs shall be met from the intervention of Annual School Grants under PM SHRI approved budget under PAB 2025-26 for 855 schools.
The Additional Project Coordinators of Samagra Shiksha in the State are hereby requested to inform to all Phase-I and Phase-II PM SHRI school heads to ensure 100% expenditure for particular purpose and upload their estimation and expenditure upload by the concerned HM and approved by concerned MEOs in the app developed by state.

Therefore, Under the powers vested with the State Project Director, A.P. Samagra Shiksha, sanction is hereby accorded and released an amount of 50% composite grants i.e. Rs.5474.50 Lakhs of the overall budget to release the district APCs as per PAB 2024-25 approved for 44055 schools.
The Finance Controller of this office is requested to release the budget for Rs.54,74,50,000/- (Rupees fifty four crores seventy four Lakhs fifty thousand only) to the Additional Project Coordinators of Samagra Shiksha in the State through online.
The above sanctioned amount for Rs.5474.50 Lakhs shall be met from the intervention of Composite School grant of PAB 2025-26 (Elementary level S.No. 3.4.1.1 to 5 & Secondary level S.No.3.4.1.1 to 5).
The Additional Project Coordinators of Samagra Shiksha in the state are hereby requested to immediately release the budget to the concerned schools. They are also instructed to ensure that 10% of the school composite grant released to schools is utilized for the conduct of MPTM 2.0. The attention of all the Regional Joint Directors of School Education and 3rd District Educational Officers in the State are invited to the reference 3rd read above, wherein Government has issued rules, regulating the transfers of the categories of Headmaster Gr.II, School Assistant and Secondary Grade Teacher and their equivalent cadres in the Government/Zilla Parishad/Mandal Parishad/Municipalities and Municipal Corporations Schools in the State.
Further, in the reference 4th read above, Government has informed that the Transfer Rules, 2025 issued in reference 3rd read above shall be applicable to all the Head Masters (Grade-II) / Teachers except all the employees who are Persons with Benchmark Disabilities (PwBD), including those who are visually impaired subject to outcome of final orders in WP (PIL) No.84 of 2025 and W.P.No.11172 of 2025.
Further, in the reference 5th read above, Government hereby accord permission to the Director of School Education to issue transfer schedule for Headmasters Gr.II/Teachers for effecting transfers as per the Andhra Pradesh State Teachers Transfers Regulation Act, 2025 r/w the Transfers Rules issued vide G.O.3 read above.
Therefore, all the Regional Joint Directors of School Education and District Educational Officers in the State are directed to complete the transfers to the posts of Headmaster Gr.II, School Assistant and Secondary Grade Teachers and its equivalent cadres and promotions to the post of Headmaster Gr.II and School Assistant and its equivalent posts as per the schedule annexed in Annexure-I without fail.
Further, The Additional Directo r(IT) of this office is requested to take necessary arrangements for effecting transfers and promotions as per the schedule.

School Education – The Andhra Pradesh State Teachers (Regulation of Transfers) Rules, 2025 - Notification – Orders – Issued.

Read the following:
In the reference first read above, the Andhra Pradesh State Teachers Transfers Regulation Act, 2025 was enacted, and it is empowering the State Government to regulate the transfers of teachers working in Government, Zilla Parishad, Mandal Parishad, Municipal, and Municipal Corporation Schools, in accordance with the teacher requirements in schools.
In order to ensure the rational deployment of teachers across Foundational, Primary, Upper Primary, and High Schools under the management of Government, Mandal Parishad, Zilla Parishad, Municipalities, and Municipal Corporations, and to facilitate and regulate the transfers of Headmasters Grade-II and School Assistant and Secondary Grade Teacher and their equivalent cadres working in these schools, the Government has decided to make rules governing such transfers.
Accordingly, the following notification shall be published in the Andhra Pradesh Gazette.
NOTIFICATION
In exercise of the powers conferred under section 26 (1) of the Andhra Pradesh State Teachers Transfers Regulation Act, 2025, and in supersession of all the earlier Notifications, Rules and Guidelines on transfer of teachers, the Government of Andhra Pradesh hereby makes the following Rules, regulating the transfers of the categories of Headmaster Gr.II, School Assistant and Secondary Grade Teacher and their equivalent cadres in the Government/Zilla Parishad/Mandal Parishad/ Municipalities and Municipal Corporations Schools in the State.
Short Title and Applicability
Criteria for Transfers
The following categories of Headmasters (Gr.II)/Teachers in the Government/ Zilla Parishad/Mandal Parishad/ Municipalities and Municipal Corporations shall be transferred.
Note:- For (a) & (b), If any Headmaster Grade II or Teacher is transferred on request or mutual grounds during the ban period then the period worked in both stations shall be taken into account to calculate the maximum period when determining eligibility for compulsory transfer from the date of commencement of the Act.
Provided that, Headmasters (Gr.II) and Teachers who were transferred earlier under inter-management transfers made by the Government shall not come under the above clause.
Transfers by Web Counseling
The following committees are constituted to conduct counselling in accordance with the list prepared as per Rule 12, 13 & 14.
Committee for Transfer of Headmasters (Gr.II) in Government High Schools:
Zonal Headquarter District Collector (i.e., Visakhapatnam (Zone-1), Kakinada (Zone-2), Guntur (Zone-3), and YSR Kadapa (Zone-4)) shall act as Chairman of the Committee.
Note: Counselling shall be done by this Committee with the support of a web counselling system based on the list prepared.
Committee for Transfer of Headmasters (Gr.II) in Zilla Parishad High Schools:
Note: The Committee shall be the competent authority for transfer of all the Headmasters (Gr.II) in ZP High Schools in the District

Competent Authority for Postings & Transfers
The Competent authority concerned shall issue transfer and posting orders based on the final list generated of the web options exercised by the Headmasters (Gr.II)/Teachers after approval of the concerned Committee.
Station Points
In the case of villages or towns that were initially categorized under one category and later reclassified to another category (as per HRA or road conditions), then the station points shall be calculated proportionately.
Provided that the persons working in the ITDA areas notified by the Government from time to time, will get an additional 1 point per year in addition to the station points from the commencement of the ACT.
Service Points:
For the service rendered: 0.5 point shall be awarded to all Headmasters (Gr.II)/Teachers for every completed year of service in all cadres, calculated proportionately as of May 31st of that year.

Headmaster Gr.II/Teacher whose spouse is employed in State/Central Government/Public Sector Undertakings/ Local Bodies or Aided Institutions and also to the regular employees working in Educational Societies running under State Government and working in the same district/zonal/state cadre. Headmasters (Gr.II)/Teachers may opt for transfer to a place within the District/Zone or to an Adjacent Mandal / Division to the neighbouring District towards the nearer place of working of his/her spouse. The benefit of spouse points shall apply to one of the spouses once in 5/8 academic years only. An entry to this effect shall be recorded in the SR of the Headmaster (Gr.II)/Teacher concerned under proper attestation. If both spouses are under compulsory transfer or re-apportionment, either of them may be permitted to opt for any place within the district; however, only one of them shall be eligible for the award of spouse points. In cases where only one spouse is under compulsory transfer or re-apportionment, the spouse attending the first spell of counselling may be allowed to opt for any place within the district, provided their spouse is also under compulsory transfer or re-apportionment. A copy of the certificate issued by the competent authority shall be enclosed on the checklist to consider cases under this category. |

The Headmasters (Gr.II)/Teachers who have completed 5/8 Academic years of service respectively in a particular school are not eligible for re- apportionment points. If senior teacher given willingness to transfer under Re- apportionment without completion of 8 Academic years of service are not eligible for re- apportionment points, special points or preferential category. Note: If any Headmaster (Gr.II)/Teacher affected by reapportionment does not apply in the Teacher Transfers counselling, he/she shall be allotted to category IV only, if category IV vacancies are not available then allot at category III in the leftover vacancies only. |

Performance Points: -
Government shall issue separate guidelines on performance points.
Preferential Categories:
The following categories shall be taken precedence in the seniority list, in the order given below, irrespective of their entitlement points.
Note:-
(A) Headmaster Gr. II/Teacher those who have applied for transfer under above category shall submit all Medical Reports/Certificates certified by the District/State Medical Board afresh through online and no old Certificates will be allowed.
(B) The Headmaster Gr.II/Teacher should avail of either the preferential categories or special points once in 5/8 years respectively and an entry is to be made in his/her SR and the same shall be certified by the DDO concerned.
(b) Preference shall be given to the Headmaster Gr.II/Teacher who have dependent children who born with congenital heart defect(holes in Heart) and who have undergone surgery shall be considered under preferential category within (3) years from the date of surgery.
(c) However, for candidates belonging to preferential categories:
(i) For Secondary Grade Teachers (SGTs), 40% of the vacancies in a particular school shall be permitted.
(ii) For School Assistants (SAs), 50% of the vacancies in each subject in a particular school shall be permitted.
(iii) For School Assistants in Single Subject Teacher High Schools will not be considered under this provision.
Negative points: -
In case of unauthorized absence, one (1) point shall be deducted for each month of absence limited to maximum 10 points, besides the punishment awarded under disciplinary proceedings from the date of commencement of the ACT.

Provision of blocking of vacancies:
The total number of vacancies in the district under each management shall be proportionately distributed across all Mandals, and the corresponding posts shall be blocked. These blocked vacancies shall not be shown as available vacancies.
Example: In an erstwhile district, sanctioned SGT posts: 5,000 and working: 4500, then to be blocked vacancies are 5000-4500=500. If 40 mandals in the district, proportionately block those 500 vacancies in Category-I, II and III.
Publication of vacancies and list on the basis of points awarded:
Date of Relief and Joining:
(i) The Headmaster (Grade II) / Teacher who is transferred shall be relieved immediately from their present place of posting upon receipt of the transfer orders and shall report at the new school to which they are posted on the date specified in the transfer order.
If, after relieving, the school is left with less than 50% of its regular teacher strength, with any fraction rounded up to the next whole number, the junior-most among the relieved teachers shall report back and continue in the relieving school to maintain the required teacher strength until a substitute joins. In the case of School Assistants, a minimum of 50% of teachers shall be ensured subject-wise.
(ii) A Headmaster (Gr.II)/ Teacher not joined in the transferred place, cannot claim compulsory wait, under any circumstances for any reason.
Grievance/Appeal Mechanism
(i) Committee shall be constituted at District/ Zonal/ State Level.
(ii) (a) If any Headmaster Gr.II/Teacher has any grievance or objection on transfer orders, he/she may submit a representation to the competent authority through proper channel within 3 days from the date of receipt of transfer order. The concerned Regional Joint Director of School Education (In respect of Headmaster Gr.II) /District Educational Officer (In respect of Teachers) has to dispose the Grievance/Objection within the 15 days.
(b) An appeal against the orders of the District Educational Officer, an individual may file an appeal before the Regional Joint Director of School Education within 3 days. The concerned Regional Joint Director of School Education shall dispose of the appeal within 15 days.
(c) An appeal against the orders of the Regional Joint Director of School Education, an individual may file an appeal before the Commissioner/Director of School Education within 3 days and the Commissioner/ Director of School Education shall dispose of the appeal within 30 days.
(d) The Headmaster Gr.II/Teacher who have any grievances on the transfer counselling should avail of all levels of appeal provisions before going for other legal remedies.
(e) The Headmaster Gr.II/Teacher is not allowed to approach Hon’ble Court without submitting the representations to the competent authority through proper channel and without redressal of their grievances.
(f) The aggrieved Headmaster Gr.II/Teacher may consider the option to go to court only after exhausting all available remedies in the Department as per the provisions of the AP Teacher Transfer Act.
(g) If a Headmaster Gr.II/Teacher files a Court case without following procedure mentioned above, the competent authority shall take disciplinary action as per APCS (CC&A) Rules, 1991.
(h) The competent authority shall redress all complaints and grievances within the prescribed period.

Notwithstanding anything to the contrary contained herein above, it shall be competent for the Government to relax any criteria or rule in a given case, for reasons to be recorded in writing, justifying such relaxations and in the public interest.
If there is any contradiction in the rules mentioned, the Act shall prevail.
