ORDER:

Government of India has enacted the Right of Children to Free and Compulsory Education Act, 2009 and the Government of Andhra Pradesh has issued Rules in 2010 and as per Section 19 read with the schedule of the Act, the Government has set the norms for number of teachers to be positioned from Class I to Class VIII based on the strength of students.


In the reference 5rd read above, Government has entrusted the supervision and administrative responsibilities of the Municipal schools to Education department on par with the system being followed in the respect of Government & Panchayat Raj Schools.


In the G.O. 2nd to 4th read above, Government has issued guidelines for reapportionment of teaching staff among various managements viz., Government, Zilla Parishad and Mandal Parishad Schools.


Consequent on restructuring of schools, the 3rd, 4th and 5th classes in 4731 Primary schools were mapped to 3,348 Upper Primary & High Schools within a M radius by providing School Assistants, subject to the availability of classrooms and infrastructure. Accordingly, 2,43,540 students from classes 3rd, 4th, and 5th were mapped to such 3,348 Upper Primary and High Schools. Subsequently, it has to come to the notice of the Government that there was an adverse impact in the field due to such restructuring where in several lakhs of students shifted from Government schools to private schools between 2022-23 to 2024-25. Further, the dropout rate has also increased in Government schools along with increased workload of teachers in Pre-High Schools and High Schools.


Due to such adverse impact of the earlier restructuring done, the Government of Andhra Pradesh, after wide consultations with various stake holders, has decided to make suitable changes in the existing structure of schools run by Government, Zilla Parishad/Mandal Parishad Schools and Municipal/Municipal Corporation with an objective of increasing enrollment, reducing dropout rates, reducing the workload of subject teachers and improving learning outcomes of students.


In the reference 6th read above, Government directed the Director of School Education to issue detailed preparatory guidelines to the districts. Accordingly, the Director of School Education has issued guidelines for restructuring the schools i.e Government, Zilla Parishad/Mandal Parishad Schools and Municipal /Municipal Corporation schools.


The Director of School Education in the reference 7th read above has issued guidelines for reapportionment of Teaching Staff across various managements for restructured schools, detailing the allocation of teachers at different school levels such as Foundational Schools, Basic Primary Schools, Model Primary Schools, Upper Primary Schools, and High Schools and the details are annexed in Annexure-I.


After including the 13,192 posts notified under the Mega DSC–2025 and reapportionment of teaching staff, it has been observed that all districts are having working surplus posts of School Assistants (SAs) and Secondary Grade Teachers (SGTs) in certain managements. Also, certain districts have vacant surplus posts, while some other districts have deficits of posts in some managements.


Accordingly, vide reference 10th read above, the Director of School Education has submitted proposal for (i) Conversion of working surplus 4706 School Assistants (SAs) as Model Primary School Head Masters / School Assistants; (ii) Remaining working surplus 2754 School Assistant/ Secondary Grade Teacher and equivalent posts may be positioned at the cluster level to utilize their services as Cluster Level Academic Teacher. Their services shall be engaged as and when regular teachers proceed on leave for more than one week (e.g., medical leave, maternity leave, personal leave, study leave, or foreign visits); (iii) Conversion of 615, School Assistant (517)/Secondary Grade Teacher(98) and equivalent posts to needy posts within the same management; (iv) Creation of 4545 posts, Grade-II Head Master (534)/ School Assistant (3086)/Secondary Grade Teacher (925) posts by upgrading / suppressing of vacant surplus posts within the management or Inter management; (v) Upgradation of 779 Upper Primary Schools into High Schools; (vi) to add above 1902 vacant surplus posts in the cadre strength of the HOD for future utilization/allocation of these posts in case of deficit posts in any


In the reference 8th read above, Government has accorded permission for re-structuring the existing non-residential schools run by State Government, Mandal Parishad, Zilla Parishad, Municipal and Tribal Welfare Departments schools into (i) Satellite Foundational School (PP1 & PP2); (ii) Foundational School (PP1, PP2, Class 1 &2); (iii) Basic Primary School (PP1, PP2, Class 1 to 5); (iv) Model Primary School (PP1, PP2, Class 1 to 5); (v) Upper Primary School (PP1, PP2, Class 1 to 8); vi) High School (Classes 6 to 10); vii) High School (Classes 1 to 10); viii) High School Plus (Classes 6 to 12); ix) High School Plus (Classes 1 to 12) with an objective of improving learning outcomes of children studying in Government schools.


Government after careful examination of the matter while ratifying the action of the Director of School Education in having issued the Guidelines for reapportionment of Teaching Staff vide reference 7th read above and guidelines issued from time to time, accepts the final proposal duly superseding the earlier orders issued in the Os 2nd to 4th read above.


Government hereby accord permission to the Director of School Education for (i) Converting 4706 School Assistants (SAs) posts as Model Primary School Head Masters / School Assistants at Annexure-II (ii) to position Working surplus School Assistant/ Secondary Grade Teacher and equivalent posts at the cluster level to utilize their services as Cluster Level Academic Teacher (iii) Converting 615 posts i.e. School Assistant (517)/Secondary Grade Teacher (98) and equivalent posts to needy posts within the same management at Annexure-III (iv) Creation of 3228 posts viz., 397 Grade-II Head Masters, 2709 School Assistants and 122 Secondary Grade Teachers posts by suppressing of vacant surplus posts (3980) within the management or Inter management and adjusting 1311 posts from HoD Pool at Annexure-IV (v) Up-gradation of 779 Upper Primary Schools, to that of High Schools at Annexure-V. (vi) To add 1902 vacant surplus posts in the districts (i.e 362 School Assistants, 1540 Secondary Grade Teachers) in the cadre strength of the Director of School Education for future utilization/allocation of these posts in case of deficit posts in any District.


The Director of School Education, shall take further necessary action accordingly, in the matter.


This orders issues with the concurrence of the Finance(FMU-SE) Department, vide O.No.FIN01-HR0PDPP(RRD)/97/2022-HR-II (1778011), Dated.07.05.2025.

Staff pattern

I. Primary Schools

I (a). Foundational School (PP1, PP2, 1st and 2nd classes):

  1. 1 to 30 :1 Secondary Grade Teacher.
  2. From 31 to 60 :2 Secondary Grade Teachers as per RTE

I (b). Basic Primary School (PP1, PP2, Classes 1st -5th):

  1. 1 to 20 :1 Secondary Grade
  2. From 21 to 60 :2 Secondary Grade Teachers as per RTE

I (c). Model Primary Schools (PP1, PP2, Classes 1-5):

  1. Enrollment up to 59 :1 MPS HM/SA and 3 Secondary Grade Teachers
  2. Enrollment 60 to 150 :1 MPS HM/SA and 4 Secondary Grade Teachers
  3. For every 30 enrollments after 150: additionally, one Secondary Grade Teacher to be allotted.

II Upper Primary Schools

  • Upper Primary Schools (Classes 1-5):
    • As per enrollment Basic Primary School / Model Primary School norms should be followed.

(b)   Upper Primary School (Classes 6th to 8th)

  1. 1 to 10: 1 School Assistant
  2. 11 to 30: 2 School Assistant
  3. 31 to 140: 4 School Assistant
  4. 141 to 175: 5 School Assistant

Note: If School Assistant working surplus posts are not available, then post the Secondary Grade Teacher in place of School Assistant.

Order of preference of School Assistant: Hindi/ English/ Maths/BS/ SS/PS/Telugu.

III. High Schools

  1. For I to V Classes of High School, if the enrollment of classes I to V is above 60, Model Primary School staff pattern as stated in Annexure - I (for a primary school) is to be followed.
  2. If the enrollment of classes I to V is below 60, the following staff pattern is to be followed.

  • The High School having enrollment <75, the Head Master and SA(PE)/PET post will not be Senior most School Assistant shall act as Head Master.
  • In case of Cluster High School, without referring to the enrollment one(1) Head Master and one (1) SA(PE)/PET post will be allotted.
  • The High School having enrollment >76 Head Master and SA(PE)/PET post will be allotted.
  • If the enrollment is greater than 400, the second SA(PE)/PET post will be allotted and 3rd SA(PE)/PET post will be allotted from 751 enrollment. Afterwards for every 350 students additional SA(PE)/PET will be allotted.
  • One Instructor will be allotted based on enrollment descending order. In Girls High School, Music/Dancing/Sewing/Weaving instructor shall be preferably allotted.
  • Every panel grade Headmaster has to teach any one subject from VI to X class (not less than 8 periods per week)
  • School Assistant (Special Education) shall be shifted along with the post and candidate where the differently abled children are avaialable.
  • For Dual Medium High Schools, the total enrolment should be taken as criteria in the case of SA/LP Languages.
  • In case of Non-Languages in Minor Media, the above table shall be considered.

The Director of School Education has submitted proposals as per instructions issued vide reference 5th read above for re-structuring the schools from Pre-Primary-1 (PP-1), Pre-Primary-2(PP-2) to class 12th  run by State Govt., Mandal Parishad, Zilla Parishad, Municipal and Tribal Welfare Departments as given below:

  • Satellite Foundational School (PP1 & PP2): All standalone Anganwadi Centers and Anganwadi Centers beyond 1 KM distance (to the nearest primary schools) will function as Satellite Foundational School but functionally integrated with a Foundational School. The Anganwadi worker will impart instruction for PP1 and PP2.
  • Foundational School (PP1, PP2, Class 1 & 2): PP 1 & PP 2 in Anganwadi Centers (within 1 KM radius to nearest Primary School) and Anganwadi Centers co-located in schools along with the classes 1, 2 of primary schools will constitute a Foundational School. Secondary Grade Teachers will impart instruction to class 1 and 2, while Anganwadi worker will impart instruction for PP1 and PP2.
  • Basic Primary School (PP1, PP2, Class 1 to 5): All the Primary Schools having enrolment up to 59 in classes 1 to 5 are Basic Primary Schools. Secondary Grade Teachers will impart instruction to classes 1 to 5, while Anganwadi worker will impart instruction for PP1 and PP2.
  • Model Primary School (PP1, PP2, Class 1 to 5): All the Primary Schools having enrolment more than or equal to 60 in classes 1 to 5 are Model Primary Schools. Secondary Grade Teachers will impart instruction to classes 1 to 5, while Anganwadi worker will impart instruction for PP1 and PP2.
  • Upper Primary School (PP1, PP2, Class 1 to 8): Classes 1 to 5 will function as a Basic Primary School/ Model Primary School as per the strength. Students of 6th to 8th classes will be taught by School Assistants / Secondary Grade teachers, while Anganwadi worker will impart instruction for PP1 and PP2.
  • High School (Classes 6 to 10): Classes 6 to 10 will function as a High School. Students of all (5) classes will be taught by School Assistants.
  • High School (Classes 1 to 10): Classes 1 to 10 will function as a High School. Students of 1st to 5th classes will be taught by Secondary Grade Teachers. Students of 6th to 10th classes will be taught by School Assistants. The Head Master of the High School will draw a time table for 1 to 10 and allocate work distribution among the teachers working in the present high school.
  • High School Plus (Classes 6 to 12): Classes 6 to 12 will function as a High School Plus. Students of all (7) classes will be taught by School Assistants. The Head Master of the High School Plus will draw a time table for 6 to 12 and allocate work distribution among the teachers working in the present High School Plus.
  • High School Plus (Classes 1 to 12): Classes 1 to 12 will function as a High School Plus. Students of 1st to 5th classes will be taught by Secondary Grade teachers. Students of 6th to 12th classes will be taught by School Assistants. The Head Master of the High School Plus will draw a time table for 1 to 12 and allocate work distribution among the teachers working in the present High School Plus.

Government after careful examination of the matter, accepts the proposal of the Director of School Education and accord permission for re-structuring the existing non-residential schools run by State Government, Mandal Parishad, Zilla Parishad, Municipal and Tribal Welfare Departments schools into (i) Satellite Foundational School (PP1 & PP2); (ii) Foundational School (PP1, PP2, Class 1 &2); (iii) Basic Primary School (PP1, PP2, Class 1 to 5); (iv) Model Primary School (PP1, PP2, Class 1 to 5); (v) Upper Primary School (PP1, PP2, Class 1 to 8); vi) High School (Classes 6 to 10);  vii) High School (Classes 1 to 10);  viii) High School Plus (Classes 6 to 12);  ix) High School Plus (Classes 1 to 12) with an objective of improving learning outcomes of children studying in Government schools.

 

The Director, State Council of Education Research & Training (SCERT), A.P shall communicate the academic calendar, model time table and model work distribution for the classes from 1 to 10 for all the re-structured category of schools.

 

The Director of School Education, shall take further necessary action, accordingly in the matter.

Ref: Instructions of the DSE issued during the meeting held on 11.02.2025 at the Conference Hall, O/o Director, SCERT, A.P., Amaravathi

 

All the RJDSEs, DEOs, APCs, DyEOs, DIET Principals, MEOs and Sectorial Officers of District Samagra Shiksha in the state are hereby informed to conduct Cluster Complex training at the complex level on 15.02.2025 from 1.00pm to 5.00pm without any deviation and ensure 100% attendance in all Cluster complexes.

 

They are further informed that the agenda for Cluster Complex Meeting for the month of February 2025 i.e., 15.02.2025 for Primary is appended in Annexure-I and Secondary in Annexure-II. The responsibilities of the Cluster Complex Headmaster are detailed below:

  1. Ensure 100% attendance and engagement of teachers.
  2. Ensure availability of digital infrastructure.
  3. Ensure smooth flow of session as per the schedule
  4. Ensure the RPs are designated and pre informed about the agenda and notes are shared with them.
  5. Ensure the teachers attending the complex meeting submit their feedback form before dispersing.
  6. Ensure the Prior intimation of Minute to Minute programme to the Participants of the concerned cluster complex.
  7. They have to submit the monitoring format of the meeting convened in their school complex.
  8. All the teachers of Govt, Aided, KGBV schools, residential must attend the Cluster Complex meeting.
  9. Ensure the mapping of one responsible person from District Samagra to each Cluster.
  10. Ensure the proper functioning of IFPs required and internet connectivity at the cluster complex.
  11. Ensure that the content in the links shared by the SCERT are properly displayed.
  12. Ensure proper accommodation, seating arrangement for the teachers, water, sanitation facilities.
  13. Ensure the Identification of 7 Subject wise School Assistants and two senior SGTs as the facilitators one for the teachers handling classes 1 and 2, one for teachers handling 3to 5 classes of the cluster complex.
  14. Cluster complex first assistant shall assist the cluster complex HM to monitor the SGTs.
  15. By 11.45 am Mid-Day Meal should be closed on the day of cluster complex meeting (3rd Saturday, February) and all the teachers have to reach the concerned cluster complex venue by 1pm sharp.
  16. Ensure the Facial recognition (Attendance) of the total teachers of the concerned complex is marked at 1 pm and 5 pm.
  17. Ensure the Prior intimation to parents regarding the Half Day School timings (9 am to 12 pm) on third Saturday (15th Feb 2025) due to the cluster complex meetings keeping in view the safety of the children.
  18. Ensure that the 10th class examination on 15-02-2025 (Mathematics) is conducted from 8.45 am to 12.00 pm instead of 30 am to 12.45 pm
  19. In residential schools, 1 teacher along with non-teaching staff should be in the school to ensure the safety of the students. 
Don’ts in the Complex Trainings:
  1. Strict Focus on Academic Activities: No felicitation events, including those related to transfers, promotions, retirements or ceremonial gatherings with shawls or garlands.
  2. Avoid Non-academic engagements: No personal celebrations such as birthday parties, social visits, or sightseeing programs. Leave requests should only be made in case of genuine medical emergencies.
  3. Maintain Professional Discourse: No discussions related to service matters or personal topics. Any deviation from Academic discussions will lead to appropriate departmental action.

Monitoring Mechanism:

Monitoring should be done by DEO, DyEO, APC, AD, DIET Principal, DIET Faculty, all sectorial officers of District Samagra, MEO-1 & 2, MIS coordinators and CRPs of the concerned district. Ensure the mapping of one official from district Samagra to each cluster complex.

 

Therefore, all the RJDSEs, DEOs, APCs, DyEOs, DIET Principals, MEOs and Sectorial Officers of District Samagra Shiksha, DIET Principals, MEO-I & II, Cluster Complex Headmasters are requested to monitor the complexes and fill the monitoring format. The Cluster Complex Headmaster shall ensure that the teachers who attend the Cluster Complex Meeting shall submit the feedback form invariably.

 

Further, all the District Educational Officers are requested to identify one nodal person for each and every cluster complex for the smooth functioning.

 

Any laxity in the matter will be viewed seriously and these instructions shall be followed scrupulously.

With reference to the instructions issued by the Government vide reference 6th cited, all the Regional Joint Directors of School Education and District Educational Officers are aware that Government, vide reference 1st cited, has restructured and relocated the existing Anganwadi Centres and existing non-residential schools run by the State Govt., Mandal Parishad, Zilla Parishad, Municipal and Tribal Welfare Departments schools from the academic year 2021-22 for optimum utilization of infrastructure and human resources, as outlined below:

  • Satellite Foundational School (PP1 & PP2)
  • Foundational School (PP1, PP2, Class 1st & 2nd)
  • Foundational School Plus (PP1, PP2, Classes 1st to 5th)

Consequent on restructuring of schools, the 3rd, 4th, and 5th classes of 4731 Primary schools were mapped to 3,348 Upper Primary & High Schools within a 1 K.M radius by providing subject teachers, subject to the availability of classrooms and infrastructure. Accordingly, 2,43,540 students from classes 3rd, 4th, and 5th were mapped to the 3,348 Upper Primary and High Schools.

Accordingly, the Government, vide G.O.2nd to 4th cited, issued norms for the reapportionment of teaching staff under various managements , Government, Zilla Parishad/ Mandal Parishad Schools. As a result:

  • Many students have enrolled in private schools
  • The dropout rate in Government schools has increased
  • The mapping process has increased the workload of teachers in Pre-High Schools and High Schools.

Meanwhile, the Government, vide reference 5th cited, entrusted the supervision and administrative responsibilities of the Municipal schools to the School Education Department, in line with the system followed for Government & Panchayat Raj Schools.


The Government of Andhra Pradesh, with a concept of long-term planning and recognizing the difficulties in implementing G.O.117, decided to bring the 3rd, 4th and 5th classes back from High Schools to Primary Schools with the following aims

  • To increase enrollment
  • To reduce dropout rates
  • To improve the quality of education
  • To prepare students to become global citizens with bright future

To achieve these objectives, the Government is focusing on strengthening the infrastructure of all Government schools under the Mana Badi: Mana Bhavishyathu program and streamlining various schemes such as the Dokka Seethamma Mid-Day Meal Program, Talliki Vandanam, and Dr. Sarvepalli Radhakrishnan Vidyarthi Mitra.

 

In addition to the above, the authorities conducted several meetings with stakeholders to revamp the existing structure of schools and have considered their suggestions on the following:

  • Categorization of schools
  • Accessibility
  • Workload

 Primary Schools (1st to 5th Classes)

  1. There are 32,596 Foundational and Foundational Plus schools spread across 13,325 Gram Panchayats and wards in Municipalities in the state, resulting in an average of 2 to 3 schools per Gram Panchayat or Municipality.
  2. This has led to school-going children in Gram Panchayats and Wards in Municipalities being scattered across more than two schools, resulting in an increased number of schools with low enrollment. According to the latest UDISE data, only 17% of Foundational and Foundational Plus schools have an enrollment of more than 60 students, while the remaining 83% of schools are running with less than 60 enrollment. This imbalance adversely affects the academic standards of students and increases the dropout rate.

To address the above setbacks:

  1. The following structure of Primary Schools in the state is proposed:
    1. Satellite Foundational School (PP1 & PP2), run by the Women & Child Welfare Department.
    2. Foundational School (PP1, PP2, Class 1st & 2nd);
    3. Model Primary School (PP1, PP2, Classes 1st to 5th);
    4. Basic Primary School (PP1, PP2, Classes 1st to 5th);

 Establishment of Foundational School by integrating co-located Anganwadi Centers with primary school or by relocating nearby Anganwadi Centers for ensuring seamless Early Childhood Care and Education (ECCE), in coordination with Women & Child Welfare Department, subject to feasibility.

 

Establishment of Model Primary School in Gram Panchayats/Wards in Municipalities with student enrollment of 60 and above, having sufficient infrastructure, by providing one teacher per class.

 

Exception: In areas where natural or artificial barriers exist, only Basic Primary School will function.

 

Note:

1) In normal cases, Model Primary School shall be established based on student enrollment.

2) In exceptional cases, the School Management Committees (SMCs) may propose the location of Model Primary School based on factors such as the central location, the local community needs, prevailing social conditions and available infrastructure.

Upgrade MPPS 1 to a Model Primary School with an increased enrollment of 146 students. Enrolment includes shifting of 105 students from ZPHS (Classes 3rd to 5th) and 16 students from other 4 MPP Schools (3rd to 5th). The school, equipped with 2 pucca and 1 semi-pucca buildings, 5 teachers will be allocated to ensure quality education.


Upon Shifting of Students studying 3-5 Classes, MPPS No.2 will be converted into a Foundational School, retaining 12 students of Class 1st and 2nd. One teacher shall be provided as per RTE


 Similarly, Convert MPPS No:3,4,& 5 as foundation Schools retaining Students Studying 1&2 Classes with one teacher as per RTE norms


ZPHS remains as Regular High School with Classes 6th to 10th, with an enrollment of 463 students on shifting of 3rd to 5th class students to Model Primary School.

MPPS 1, with ample infrastructure and an enrollment exceeding 60 students, will be upgraded into a Model Primary School. Upon Upgradation, enrollment increases to 110 students by shifting of 26 students (Classes 3rd to 5th) from MPPS No.2 & 3. Five teachers will be allocated to this Model Primary School to ensure quality education.


Upon Shifting of Students studying 3-5 Classes to Model Primary School, MPPS No.2 will be converted into a Foundational School, retaining 14 students of Class 1st and 2nd along with Pre-Primary children studying in mapped Anganwadi Centres (PP1 and PP2). One teacher shall be provided as per RTE norms.


MPPS No.3, located in a habitation separated by a highway, will be converted into a Basic Primary School. It retains 21 students in Classes 1st to 5th and will be allocated 2 teachers to meet the RTE norms and ensure accessibility.


ZPHS remains unchanged as a High School, with 525 students in Classes 6th to 10th with 16 teachers.

Upper Primary Schools (1st to 8th Classes)

There are 3,156 Upper Primary Schools in the state. Currently only 20% of these Schools have more than 60 students in 6th, 7th and 8th classes, while remaining 80% of these schools with an enrollment of below 60 students. This adversely affects the academic standards of students and thereby increasing the dropout rate in higher classes. It has become extremely difficult to provide the required subject teachers to the Upper Primary Schools as the enrollment in 6th, 7th and 8th classes doesn’t meet the RTE norms.


To address the above setbacks:

  1. Downgrade the Upper Primary Schools into Primary Schools where the enrollment in 6th, 7th and 8th classes is less than or equal to 30 by shifting the students to nearby High Schools.
  2. Upgrade the Upper Primary Schools as High Schools, where the enrollment in 6th, 7th and 8th classes is greater than or equal to 60.

Note :- For classes 6th, 7th and 8th with an enrollment between 31 and 59 students, this may be reviewed on a case-by-case basis to determine whether the existing Upper Primary School should be downgraded or upgraded.


Exception:-

  1. If there are any natural / artificial barriers, and no High school is available within the radius of 3 KMs, the Upper Primary School may continue to function or transport allowance may be provided to the students
  2. If Upper Primary School is to be continued, Secondary Grade teachers shall be provided as per RTE norms.

High Schools (6th to 10th classes)


There are 5,471 high schools in the state, of which 297 high schools with an enrollment of less than or equal to 75 students. At present,

  1. No Head Master and SA (PE) posts are allotted in Schools where the enrolment is less than 93, causing inconvenience in school administration
  2. A Second section is permissible in 9th and 10th classes only when enrollment exceeds 60 students. This practice negatively impacts the evaluation of students learning outcomes.

 To address the above setbacks:

  1. A second section will be sanctioned if the enrollment reaches 54 and above in a class. Thereafter, an additional section will be sanctioned for the increase of every 40 students in each class (e.g., at 94, 134, 174, and so on).
  2. Head Master and SA (PE) posts will be allocated to schools where the total student enrollment in classes 6th to 10th exceeds
Exception:- Only surplus PETs in the district will be allotted to the schools where the enrollment is less than or equal to 75, if available.

 In view of the circumstances explained above, the following decisions have been made for strengthening of School Education

  • Withdrawal of G.O.117
  • Establishment of Model Primary Schools in each gram panchayat by providing one teacher per class.
  • Downgrade the Upper Primary Schools into Primary Schools where enrollment is less than or equal to 30 in 6th, 7th and 8th classes by mapping the students to nearby High Schools
  • Upgrade the Upper Primary Schools as High Schools, where the enrollment in 6th, 7th and 8th classes is greater than or equal to 60.

Hence, the following structure is proposed to strengthen the School Education:

In view of the above, the following preparatory guidelines are issued for restructure of Schools and reapportionment of teaching staff among various managements e Government, Zilla Parishad, Mandal Parishad and Municipal Schools on paper to aim to optimum utilization of resources, improve access to quality education and to create a robust system to meet the needs of students effectively. The reapportionment of posts/teachers of Government, Zilla Parishad, Mandal Parishad and Municipal Schools shall be taken up by the Director of School Education duly considering the enrollment as per UDISE data as on 31.12.2024.


The following Mandal level and Cluster level committees have to be constituted for identifying the potential schools for developing Model Primary Schools in each Gram Panchayat or Municipal Ward, in consultation with the School Management Committees (SMCs). The identification process should be based on a comprehensive study of local conditions, school potential and community.

  • Map the 3rd, 4th, and 5th Class students from High Schools to Model Primary Schools/ Basic Primary Schools.
  • The Upper Primary Schools with a total enrollment less than or equal to 30 students in Classes 6th, 7th and 8th should be downgraded to Model / Basic Primary Schools duly shifting the students from 6th, 7th and 8th Classes to nearby High Schools.
  • The location of the Model Primary School should be based on student enrollment and available infrastructure. This decision should be validated through a School Management Committees of respective schools.
  • If sufficient infrastructure is not available to establish a Model Primary School in one campus, the school can be operated in two campuses, with PP1, PP2, Class 1st and 2nd in one campus and Classes 3rd, 4th, and 5th in another campus in coordination with the Women & Child Welfare Department.
  • If the Upper Primary Schools having an enrollment greater than or equal to 60 students in Classes 6th, 7th and 8th, upgradation of Upper Primary schools to High School can be taken up from the upcoming Academic year.
  • The existing High School system shall be continued as usual.
  • The entire process should be done duly ensuring student accessibility, geographical challenges, natural barriers and artificial barriers such as canals and highways, to avoid disruption to students’ education.
  • The District Educational Officer shall prepare proposals as per the norms appended (Annexure) to this order.

Therefore all the Regional Joint Directors of School Education and District Educational Officers in the state are instructed to coordinate with all field functionaries, Mandal/ Cluster Level Committees and School Management Committees for the restructuring of schools. The District Educational Officer shall consolidate the data and submit the same under signed.


 ANNEXURE

NORMS FOR REAPPORTIONMENT OF TEACHING STAFF


Foundational School (PP1, PP2, 1st and 2nd classes)

  • 1 to 30: 1
  • From 31 -60: 2 SGTs: As per RTE
Basic Primary School (PP1, PP2, Classes 1st - 5th):
  1. 1 to 20: 1
  2. From 21 -60: 2 SGTs: As per RTE
Model Primary Schools (PP1, PP2, Classes 1st - 5th):
  1. School enrollment more than or equal to 60, one teacher per class i.e., minimum 5 teachers shall be provided.
  2. If enrollment is greater than 120, one Primary School Head Master post will be allotted.
  3. If enrollment is greater than 150, for every additional 30 students, one more SGT will be provided.

 Exception 1: Where ever natural barriers/ artificial barriers exist, then only Basic Primary School will function in those places.


Exception 2: Model Primary School will be considered even though the enrollment is 45-60 in some exceptional cases.


Note

1) In normal cases, Model Primary School shall be established based on student enrollment.

2) In Exceptional cases, the School Management Committee (SMC) may propose the establishment of a Model Primary School based on factors such as its central location, the local community's needs, prevailing social conditions and available infrastructure.

Upper Primary Schools (Class 1st -7th /8th


Downgrade Upper Primary Schools as Model/ Basic Primary Schools


  • 6th, 7th and 8th classes enrollment is less than or equal to 30 shall be downgraded to Model/ Basic Primary school and 6th ,7th and 8th classes students shall be shifted to nearby High
  • Upgrade Upper Primary Schools as High Schools:
  • If 6th, 7th and 8th classes enrollment is greater than or equal to 60, shall be upgraded as High School.

Note:- For classes 6th, 7th and 8th with an enrollment between 31 and 59 students, this may be reviewed on a case-by-case basis to determine whether the existing Upper Primary School should be downgraded or upgraded.


 Exception: If there are any natural barriers/ artificial barriers and if any High school is not available within the radius of 3 KMs, either the Upper Primary School may function or transport allowance may be provided to the students. Wherever Upper Primary School is to be continued, Secondary Grade teachers will be allocated as per RTE norms.

  • The High Schools having enrollment >76 Head Master and SA(PE)/PET post will be
  • The High Schools having enrollment <75, Senior most School Assistant shall act as Head Master. Only surplus PETs in the district will be allotted to these schools, if available.
  • If the enrollment is greater than 400, the second SA(PE)/PET post will be allotted and third SA(PE)/PET post will be allotted from 751 enrollment. Afterwards for every 350 students additional SA(PE)/PET will be allotted.
  • One Music/ Art & Drawing/ Craft post will be allocated to High Schools as per enrollment based on the availability of posts.
  • Vocational Instructors will be allocated to High Schools where ever the trades exist, as per the enrollment based on the availability of
  • Every panel grade Headmaster has to teach any one of the subject from 6th to 10th class (not less than 8 periods per week).
  • School Assistant (Special Education) will be allocated in schools as per the enrollment of Children with Special Needs (CwSN).

Note:- If there are two SA(PE) posts sanctioned in school, one SA(PE) must be female.

 The following Steps are to be followed -

 

Cluster Level Committee:

 

Step 1:

The Cluster Level Committee shall convene a meeting with all   Headmasters     (HMs) in the cluster to discuss the implementation of these guidelines.

Step 2:

The  Cluster  Level  Committee  shall  consider  the  Gram Panchayat as a unit for finalizing schools.

Step 3:

The Mandal Level Committee and Cluster Level Committee shall sit together to complete the paperwork required for identifying the number of Model Primary Schools, Basic Primary Schools, Foundational Schools, Upper Primary Schools, and High Schools at both the Gram Panchayat and Mandal level.

Step 4:

The Cluster Level Committee will explain the school structure to the parents and obtain the consent from parents of students in Classes 3rd to 5th (in High Schools with Classes 3rd to 10th /12th) regarding their admission to nearby Model Primary School/ Basic Primary School.

Step 5:

The Cluster Level Committee will explain the school structure to the parents and obtain the consent from parents of students in Classes 6th to 8th (in Upper Primary Schools with enrollment less than or equal to 30) regarding their admission to nearby High Schools.

Step 6:

Review case-by-case basis wherever the classes 6th, 7th and 8th with an enrollment between 31 and 59 students, and decision may be taken to determine whether the existing Upper Primary School should be downgraded or upgraded.

Step 7:

If there are any natural barriers/ artificial barriers and if any High school is not available within the radius of 3 KMs, either the Upper Primary School may function or Transport allowance may be provided to the students.

Step 8:

Conduct School Management Committee (SMC) meetings to identify schools with sufficient infrastructure to establish Model Primary Schools in Gram Panchayats / Wards in Municipalities with more than one primary school.

Step 9:

The location of Model Primary Schools shall be based on enrollment and infrastructure.

Step 10:

More than one Model Primary School shall be permitted in a Gram Panchayat / Ward in Municipalities, if any other school(s) is having an enrollment greater than or equal to 60 students.

Step 11:

If sufficient infrastructure is not available to establish a Model Primary School in one campus, the school can be operated in two campuses, with PP1, PP2, Class 1 and Class 2 in one campus and Classes 3rd, 4th, and 5th in another campus.

Step 12:

Where ever natural barriers/ artificial barriers exist or if it is not feasible to establish Model Primary School, then only Basic  Primary  School  will  function  in  those  Gram Panchayats/Habitations.

Step 13:

In Gram Panchayats where a Model Primary School is established, all remaining schools within one KM radius will function as Foundational Schools.

Step 14:

Assess the feasibility of upgrading Upper Primary Schools (with 60 or more students in Classes 6th to 8th) to High Schools, considering available infrastructure and land.

Step 15:

Publish the draft restructuring of School lists, Gram Panchayat wise and call for objections from all SMCs and finalize the restructuring of School lists, Gram Panchayat wise and submit the lists to Mandal Level Committee.

 

Mandal Level Committee:

 

Step 1:

Mandal Level Committee shall convene a meeting with all Cluster Level Committees to discuss the guidelines regarding the reapportionment.

Step 2:

Collect the data from all Cluster level committees with respect to Model Primary Schools, Basic Primary Schools, Foundational  Schools,  Upper  Primary  Schools  and  High Schools.

Step 3:

The Mandal Level Committee once again call for objections from all SMCs on the above restructuring of School lists and finalize the number of Model Primary Schools, Basic Primary Schools,  Foundational  Schools,  Upper  Primary  and  High Schools to be established in that mandal.

Step 4:

Mandal Level Committee shall consolidate all cluster level data in the mandal and submit the same to the District Educational Officer concerned.
